Biography
Milena Harito is currently Vice President for IT and Network: Europe Countries, at Orange.
Mrs Harito is an Information and Communications Technology engineer, with a Master's and a PhD from the Paris VI “Pierre et Marie Curie” University with a career in the private and public sector.
From 1997 to 2012 she held different research and managerial positions at ORANGE telecommunications operator on networks strategy, regulatory and innovation.
From September 2013 to September 2017 she was Albania’s Minister for Innovation and Public Administration including telecommunications. She led two cross-cutting reforms focused on the transformation of the public administration for the European integration of Albania.
She put in place the legal and institutional reform for the digital transformation of the public services and the management of public human resources. She led also an innovative reform of the public services improving services delivery based on a customer care approach, reform that has been published and is used as a good practice in other countries of Africa, Asia and Central Americas by OECD, UN and the World Bank.
In 2017-2018 she was the representative of the Prime Minister of Albania, in charge of putting in place the cooperation agreements for the Regional Economic Area between the six Western Balkans countries.
Mrs Harito currently speaks four languages: French, Albanian, English and Italian.
